Community Corrections Alternative Program (CCAP) is an alternative program to incarceration, giving probationers and parolees the opportunity to engage in treatment, education, vocational training, and employment in a structured setting in order to promote long lasting public safety.

Participants must be on supervision for the duration of the program, if accepted. After successfully completing the program, they will have a recommended period of at least one year of regular supervision.

Eligibility

  • Referral for evaluation must be from a circuit court judge, Parole Board, or preliminary hearing officer.
  • Must be physically able to participate in program requirements.
  • Applicants requiring ADA accommodations will be assessed individually for suitability for the program.
  • Potential program participants currently taking or who have been medically approved to stop taking prescribed medications within 30 days of referral or intake, will be assessed on a case-by-case basis.
  • Must be suitable and accepted prior to sentencing.
  • Individuals with sex offenses and individuals with mental health needs are reviewed on a case-by-case basis.
  • Probation, parole, and post-release cases may qualify for CCAP if underlying offenses do not fall under Code of Virginia §19.2-297.1

How it Works

  • Assessment

    The Virginia Parole Board or a circuit court judge can order a CCAP evaluation. The case is then assigned to a probation and parole officer who will meet with the supervisee to complete the necessary paperwork. They will submit a completed CCAP Referral packet to the CCAP Referral Unit for review for eligibility.

    The CCAP Referral Unit works in collaboration with the probation and parole officer, as well as mental health and health services staff, to gather any additional information needed to assess participants' suitability for CCAP on a case-by-case basis. Based on the participant's risks and needs, the CCAP Referral Unit will identify whether CCAP acceptance or alternative programming within the community will provide the best opportunity for re-entry.

  • Recommendations sent to the court

    Before a sentencing or show cause hearing, the assigned probation officer will provide the court with the results and recommendations from the CCAP suitability evaluation.

  • If accepted and sentenced, participant will enter CCAP

    Our team will review incoming program participants for intake and will transfer them into the program at the earliest possible date.

Length

CCAP program length is based upon the probationer/parolee's needs. It typically is 22-48 weeks.

There are currently six CCAP locations throughout the state of Virginia. Five sites are designated for male probationers, and one site is designated for female probationers. Placement into a CCAP site is based on assessed needs.
