Home Electronic and Telephone Monitoring (HEM)

Program Overview
Strict curfew monitoring through a tamper-resistant transmitter worn on the ankle and a field monitoring device placed in the offender’s home. Offender’s movement is closely monitored through random signals from monitor to transmitter. Offenders pay a $30 participation fee.

The Home Electronic Monitoring (HEM) program was piloted during FY 90-91 for parolees in Richmond and Winchester with grant funds awarded to the Virginia Parole Board. Community Corrections expanded the program in 1992 to include both parolees and probationers which was funded by a DCJS Grant. The program is now available in all district offices and the day reporting centers. Home Electronic Monitoring is used in conjunction with both intensive supervision and conventional supervision.

Telephonic monitoring of sex offenders was piloted successfully in Newport News, Richmond and Manassas in FY1998. A contract for this service was awarded, and nine (9) sites utilized the program. In September 2000, the cost for limited use proved too costly and the contract was not renewed.
