Community Residential Programs (CRP)
Program Overview
The Department first began contracting for transitional residential centers in 1985 utilizing
federal grant funds from the Department of Criminal Justice Services. ARPs are used by the Parole
Board as a Condition of Parole and by Probation & Parole Officers as an intermediate sanction.
Offenders receive supervised housing, random urinalysis testing, life skills, and basic counseling.
Offenders are required to pay for room and board, called "compensation to the Commonwealth". Room and board funds are returned to the Commonwealth of Virginia general fund.
