Single, multiple, & Life + sentences must have served 20 consecutive years on sentence. No disruptive behavior for at least past 24 months prior to consideration for a transfer to any less-secure facility.

Powhatan Reception Center
Special Purpose Institution - Powhatan Reception Center, Deep Meadow Correctional Center and Mecklenburg Correctional Center are reception and classification facilities. Their role is to intake offenders from the local jails and process them into the Department. Each of these facilities houses inmates classified to multiple levels of security.
