The Board of Corrections is a 9-member policy-making Board whose duties are set out in Title 53.1, Article 2, of (external website) the Code of Virginia. It is a public body and neither the Board, as a whole, nor any of its individual members is employed by the Department of Corrections.
Board meetings are held every other month at the Department of Corrections Administrative Headquarters in Richmond. Meetings are open to the public and meeting announcements are poste to the (external website) Regulatory Town Hall web site. Meeting minutes are taken an approved minutes are posted to the Regulatory Town Hall website. Meetings of this Board are governed by (external website) the Virginia Freedom of Information Act. Board Policies, Standards and Regulations are promulgated pursuant to Code Section 53.1-5.
Board Policies are internal guidance documents developed pursuant to the Code and are incorporated into Chapters 10, 20, and 30 of the Department’s Policy and Procedures Manual. Where applicable, Policies are implemented by Department Operating Procedures.
The 2003 Session of the General Assembly passed House Bill 2765, which became effective July 1, 2003. This legislation amended the Code of Virginia by adding (on external website) Section 53.1-131.3, Payment of Costs Associated with Prisoner Keep. Pursuant to that action, the Board was tasked with developing and adopting such plan.
On September 17, 2003, the Board adopted the Model Plan as a guidance document for all local and regional jails (see Board Minutes dated September 17, 2003). On May 19, 2004, the Board revised its previously approved Model Plan to accommodate some requested language changes. By letter dated May 20, 2004, all Sheriffs, Superintendents and Administrators of Local and Regional Jails were advised of the changes to the Model Plan language. In addition, the approved Model Plan language can be viewed in the May 19, 2004, minutes.
